Do not be misled by big smiles, clever advertisements, or cozy office environments. Economic pressure and envy among physicians has created a confusing scenario for the patient shopping for the best qualified individual to perform their cosmetic surgery.
Some definitions would be helpful. An American trained plastic surgeon is a doctor who is presumed to have completed a formal and very specific residency training program in plastic surgery recognized by the American Board of Plastic Surgery. The American Board of plastic surgery is in turn a member board of the American Board of Medical Specialties (ABMS). The member boards of the ABMS are in turn recognized by all of the state medical boards, hospitals, the A.M.A. and all the other governmental regulatory agencies that have any power.

A person graduates from medical school, does an internship followed by a residency in their chosen field of specialization but then never follows through with becoming board certified in that specialty. Assuming that the individual did in fact finish their training program and is eligible to take the certifying exams (usually certification requires passing both a written and an oral exam), what are the reasons for not having their specialty boards?
1. Did they not get their boards because they didn't think certification was important? Nope that's not the answer. Hospitals nowadays all require that you are certified or be in pursit of certification in order to have hospital privileges. Patients are taught to ask about certification, and all of the specialty societies require board certification for membership. Sounds like board certification is important.
